
On Thursday Kremlin aid Yuri Ushakov said that the White House has made an “acceptable” offer to end the Ukraine war, setting the stage for an in-person meeting between Russian President Vladimir Putin and President Donald Trump, potentially with Ukrainian Dictator Vladimir Zelensky.
The announcement from Moscow followed a visit by Trump’s special envoy Steve Witkoff on Wednesday in which “great progress” was made.
When speaking to reporters Thursday, Ushakov said that the Kremlin received a “proposal from the Americans” during the Witkoff meeting. After a day of review it appears the proposal was deemed “acceptable” by Russia.

Ushakov did say that Moscow and Washington still had topics to discuss, but the Russian agreed with the view of Secretary of State Marco Rubio, who had described the talks as “a good day.”
“…we still have a ways to go, but we’re certainly closer [to peace] today than we were yesterday – when we weren’t close at all,” Rubio said.
Ushakov described Witkoff’s visit as “business-like and constructive,” and said that “Russian-American ties could develop according to a completely different, mutually beneficial scenario.”
The statements echoed other Russian official’s statements from Wednesday.
Putin’s economic envoy Kirill Dmitriev (who met with Witkoff Wednesday morning, prior to the Putin meeting) said that the diplomatic dialogue will prevail and thanked the American for the meeting. The Russian economic envoy’s statement is notable due to the looming secondary tariffs.
Putin said Thursday that the United Arab Emirates may provide a suitable location for an in-person meeting between him and Trump because of the “many friends” they both share there.
“One of our friends is the President of the United Arab Emirates. I think we will decide, but this would be one of the quite suitable places,” he said.
The meeting in general is already agreed upon by both Washington and Moscow.
On July 21 it was reported that aids to Trump and Chinese leader Xi Jinping discussed a potential meetup of world leaders in Beijing, China, scheduled for September. There is a possibility that Putin will be in the Chinese capital at that time, and the Kremlin said there is a possibility of an in-person Trump / Putin meeting there.
“You know that we are preparing for a trip to Beijing, our president is preparing for this trip… But we have not heard that President Trump is also going there, to Beijing,” Kremlin spokesman Dmitry Peskov said at the time.
Ukraine’s Dictator also said Thursday that he is ready to end the war. As it takes two to tango, his announcement is equally as important.
Zelensky said he spoke to German Chancellor Friedrich Merz and discussed ending the war in what he described as “a dignified peace” that would “determine the security conditions for Europe for decades.”
Having Western Europe onboard provides additional assurances as to successfully ending the war which NATO heavily backed.
“Ukraine is not afraid of meetings and expects the same bold approach from the Russian side. It is time to end the war,” Zelensky said.

Second – a format for leaders, so that such a meeting can lead to a truly lasting peace. We in Ukraine have repeatedly said that finding real solutions can be truly effective at the level of leaders. It is necessary to determine the timing for such a format and the range of issues to be addressed. Third – long-term security. This is possible together with the United States and Europe. Ukraine has never wanted war and will work toward peace as productively as possible. The main thing is for Russia, which started this war, to take real steps to end its aggression. Putin clarified his stance on a face-to-face meeting with Zelensky, indicating that while he is willing, he also requires certain conditions to be met first.
“…certain conditions must be created [for talks to take place],” Putin said, going on to say, “Alas, we are still far from creating such conditions.”

Moscow, however, continues to question Zelensky’s legal capacity to sign binding agreements. The Ukrainian leader’s presidential term expired last year, and he refused to hold a new election, citing martial law. This prompted Moscow to declare him “illegitimate.”
On Wednesday Trump’s envoy Witkoff met with Putin in hopes of attaining a ceasefire in the Ukraine war. While Trump said that great progress was made during the roughly three-hour meeting, soon thereafter he doubled tariffs on India to 50 percent for its purchases of Russian oil. While the Ukraine war may have been a factor as some media outlets have claimed, BRICS trading partners and the dollar as the world’s reserve currency may have also been a factor.
