Russian Intel Agency Claims UK, France Plan To Smuggle Nuclear Weapon Into Ukraine

Although the Russian intelligence agency has made similar claims in the past, for the last several years the topic of Ukraine using nuclear weapons or nuclear material has been floated by officials in the West.

On Tuesday the Russian Foreign Intelligence Service (SVR) reported that NATO nations, chiefly France and the UK, are planning to smuggle a nuclear weapon, or radioactive dirty bomb into Ukraine, then claim Kiev developed it on its own.

Allegedly, London and Paris are working to facilitate the “covert transfer of relevant European-made components, equipment, and technologies to Ukraine.”

According to Moscow’s intelligence agency, France and the UK are also “laying the groundwork for an information campaign that would misrepresent the nuclear capacity as domestically developed.”

The SVR claimed another option which is being considered by London and Paris is to provide Kiev with a French TN 75 warhead, the warhead used in the nation’s submarine-launched ballistic missiles.

The Russian spy agency also said the NATO countries may encourage Ukraine to build a dirty bomb – radioactive material covered in conventional explosives, that when detonated, creates a radioactive waste disaster.

“Kiev would be able to aspire to more advantageous terms of ceasing the hostilities if it possesses a nuclear or at least a so-called ‘dirty’ bomb,” the SVR said in a statement.

Interestingly, the intel agency said that another NATO member, Germany, “has prudently refused to take part in this dangerous venture.”

Officials in London and Paris appear to be losing “touch with reality,” the agency said, warning that responsibility for such a reckless operation would fall on them.

The Russian State Duma intends to vote on a formal resolution calling on lawmakers in the UK and France to investigate the SVR allegations, Chairman Vyacheslav Volodin said. Kremlin spokesman Dmitry Peskov said the warning was “potentially very dangerous” since the alleged plot poses a threat to nuclear non-proliferation.

Deputy Chairman of the Russian Security Council Dmitry Medvedev announced that Russia will respond with a nuclear counterattack on Ukraine, should Kiev go through with the plan:

“I will be blunt and state the obvious,” Medvedev said, adding that the reported intention by the UK and France to hand over nuclear capabilities to the “Nazi regime in Kiev” would change the situation entirely.

“This is a direct transfer of nuclear weapons to a country at war,” he stated.

“There should be no doubt whatsoever that in such a scenario Russia would be forced to use any means at its disposal, including non-strategic nuclear weapons, against targets in Ukraine that threaten our country,” Medvedev stated. “And if necessary, against the supplier nations now implicated in a nuclear conflict with Russia. This is the kind of symmetrical response that the Russian Federation would be entitled to,” he added.

In November 2024 it was reported that the U.S. under Joe Biden’s autopen presidency, as well as European officials, discussed giving Ukraine nuclear weapons.

In October 2024 Ukraine’s Dictator Vladimir Zelensky presented his ‘victory plan‘ which included continued war against Russia as well as three classified points. Soon after, it was reported that Ukraine may ‘attain’ nuclear weapons, followed by Zelensky publicly calling to have nuclear weapons, then denying it.

German news publication Bild reported in October 2024 that Ukraine could have nuclear weapons within weeks, citing a statement they reported Ukrainian ruler Vladimir Zelensky said.

“Either Ukraine will have nuclear weapons, and then they will be our defense. Or we have to enter into a kind of alliance. Apart from NATO, we do not know any effective alliances today,” Zelensky allegedly said while in a conversation with Donald Trump, according to Bild and translated from German into English.

In November 2024 the U.S. approved the use of long-range missiles for strikes deep within Russia followed by Russia updating its nuclear doctrine to allow nuclear retaliation against such non-nuclear attacks. The U.K. and France approved of Ukraine using their long-range missiles to strike deep within Russia and Russia has struck Ukraine back with their advanced missile system.

In February 2025 Alex Jones said that a nuclear false flag may be Ukraine’s only option.

In November 2025 it was reported that the Russian spy agency claimed that some of Europe’s NATO members are urging Kiev to commit an act of sabotage on the Zaporozhye (also spelled Zaporizhzhia) nuclear power plant, which is located in Ukraine but has been under the control of Russia since 2022. The resulting nuclear disaster would then be blamed on Russia to elicit a global condemnation of Moscow.

The spy agency said that one proposal put forward by Ukraine’s Western enablers would result in significant civilian casualties. That proposal was deemed to be the most effective option.

The allegedly-planned act of sabotage is intended to cause a meltdown of a reactor core, releasing enormous amounts of deadly radiation into Ukraine, the nation which hosted what is perhaps the most famous nuclear reactor meltdown – the 1986 Chernobyl disaster, which was an accident.

“The SVR stated that British NGO Chatham House has already calculated the consequences of such an accident and determined that residents of Kiev-controlled territories and EU countries near the Ukrainian western border would be in the area of radioactive particle dispersion,” RT said.

According to the SVR, Chatham House noted that “the most challenging aspect of implementing such a plot is determining how to attribute responsibility for the catastrophe to Russia.”

In January 2026 talkshow host Tucker Carlson reported that Russia is actively considering the use of nuclear weapons against Europe, specifically the UK and Germany.

Carlson’s statement comes from his interview with Sergey Karaganov, one of Russian President Vladimir Putin’s top advisors.

“In that interview he says point blank, yes, if the Ukraine war continues at this tempo for a year or two more, we, speaking apparently on behalf of the Russian government, on behalf of his friend Putin, or at least someone who’s very familiar with President Putin’s thinking, we, Russia, will eliminate the UK and Germany with nuclear weapons,” Carlson said.

Importantly, both the UK and Germany house numerous nuclear reactors. A nuclear detonation near a facility or the results of the electromagnetic pulse can trigger a meltdown, exponentially increasing the radioactive contamination from the attack.

A week prior to Carlson’s interview, Putin mentioned how the U.S. and Russia both have early warning systems for intercontinental ballistic missiles, but European countries do not.
